EXECUTIVE ORDER 001-2024
 

TO THE CITIZENS OF LOS SANTOS:

 

WHEREAS, the Office of the Mayor of Los Santos and all positions on the City Council have been vacated without formal notice by their previous incumbents; and

 

WHEREAS, this unprecedented situation has created an immediate crisis in municipal governance; and

 

WHEREAS, the continued operation of municipal government is essential to the welfare and safety of the citizens of Los Santos; and

 

WHEREAS, Emma Nilsen, in her capacity as Chief of Finance, represents the highest-ranking remaining city official with comprehensive knowledge of municipal operations and fiscal responsibilities; and

 

WHEREAS, the State Constitution grants emergency powers to the Governor to ensure continuity of local government in times of extraordinary circumstances;

 

NOW, THEREFORE, I, Thaddeus Blackwood, Governor of the State of San Andreas, by virtue of the authority vested in me by the Constitution and laws of San Andreas, do hereby order:

 

1. Emma Nilsen, Chief of Finance, is hereby appointed as Interim Mayor of the City of Los Santos, effective immediately, to serve until a special election can be held in accordance with municipal law.

 

2. All powers, duties, and responsibilities of the Office of Mayor are hereby transferred to Interim Mayor Nilsen.

 

3. A special election shall be held within 90 days to elect both a new Mayor and a complete City Council.

 

4. The State Election Commission shall immediately begin preparations for this special election, including:

   a) Establishing an expedited timeline for candidate registration

   b) Setting forth qualification requirements for both mayoral and council positions

   c) Organizing public forums to inform citizens about the election process

 

5. All qualified citizens of Los Santos are strongly encouraged to consider running for these vital public offices to restore full democratic governance to the city.

 

6. Until the special election, the State Government shall provide additional administrative support to ensure essential city services continue uninterrupted.

 

This Executive Order shall take effect immediately.
